CHAIR'S CHIT-CHAT

This year may be winding down, but things are looking up for our neighborhood!

Fortunately, the "I don't want to get involved" mindset is only a sporadic affliction. This Glen Cove Community Association Newsletter pinpoints some recent citizen actions that should make the rest of us feel proud. Some Headlands Development residents, determined that "we're not going to take it any more," have been meeting to deal head-on with some of their street issues. [Page 4] The jump-in-to-help efforts of a Glen Cove Hills resident have received plaudits from the Vallejo Police Department. Thankfully, he was in the right place at the right time. [Cover Page]

V.P.D. Lt. Reginald Garcia, who issued the good neighbor report, was one of the invited guest speakers at the October 19th G.C.C.A. General Meeting. His presentation focused on Meghan's Law and Jessica's Law and their implications in requiring convicted sexual molesters to register their home addresses-most important to a residential area. Violet E. Barton, M.P.A., of Solano County's Child Welfare Services, further added to the discussion and urged audience members to use 1-800-544-8696 to report any suspected child molestation incidents.

Shane McAffee, Greater Vallejo Recreation District General Manager, also participated in the guest speaker lineup at the year's last General Meeting by defining the organization's vast operations in overseeing the City of Vallejo parks and in providing recreational opportunities.

The Thursday night audience also listened attentively as another guest speaker, Randy Anderson, highlighted the extensive steps taken by his firm, LandPeople, (contracted by G.V.R.D.) to complete a new master plan for the Glen Cove Waterfront Park site. Improvements to the 15-acre park land have been long awaited, and will be more attainable if a recently submitted $1,000,000 grant application is approved. Vallejo's City Council voted unanimously (one absentee) at its November 7th meeting to issue a formal letter of support for the G.V.R.D. grant effort.

Glen Cove Activity - Good Vigilance by Neighbors!!

On Tuesday, November 7, 2006, at 1550 hours, Vallejo Police Department Officer Woulfe went out on a suspicious vehicle, a 1977 Chevy with no license plates, that a resident reported in the 100 block of Silktree Lane.

Officer Woulfe observed the vehicle with four occupants on Shady Lane. The driver tried to evade Officer Woulfe and pulled into the driveway of a home in the 200 block of Shady Lane. Three occupants foot bailed and Woulfe was able to capture one of the runners, who was the driver. He was a Parolee-at-Large and had five additional outstanding warrants that totaled $70,000.

The suspect gave the officer a false name and was arrested for false impersonation of another. The suspect, who was quite muscular, struggled with Officer Woulfe in the middle of the street. A citizen, named Albert, bravely came to the officer's assistance and held the suspect down until additional officers arrived. A woman remained in the vehicle, and she was arrested for outstanding warrants.

Albert will be recognized at the next V.P.D. annual award ceremony.

I want to congratulate the Glen Cove citizens for maintaining vigilance in their community and for assisting the Vallejo Police Department in making your community safer.

 


Dear CC&R Advisor,

One of my neighbors still has his Christmas lights up from last year, and it's now November! Is this legal? Save Me From the Unsightly Lights

Dear Save Me,

You are right to be concerned. In addition to being out of season and unsightly, those holiday lights can be dangerous! Many of our developments have CC&R limitations on how long Holiday Lighting may be placed on our home's exterior. Your development representative may be able to leave a door hanger reminding the Holiday Lighting owner that they are allowed to use the holiday lighting on a temporary basis only.

But further, these lights are rated for outdoor use for short periods only and were never intended to be left up for extended periods. Over time, the sun and rain will decay the wires. This could cause a shock hazard or a structural fire. Anyone who has left their holiday lights out from the previous season should not turn the lighting on again. This is why the Code only permits this kind of lighting for temporary use of no more than 90 days. The City of Vallejo has put the Code into law under the jurisdiction of the Vallejo Building Department which can be contacted at (707) 648-4374.

FAIRHAVEN WAY RESIDENTS HOLDING NEIGHBORHOOD MEETINGS

On the evening of October 12, a group of 26 residents of Fairhaven Way, in the Headlands Development, met together at J's Garden Restaurant to hold the second of their meetings to focus on recent neighborhood concerns. Homeowner Clynton Dunbar personally contacted Fairhaven Way residents to provide them invitations and coordinate the meeting. Ashken Mouradian, long-term neighborhood advocate, chaired the meeting by introducing speakers and providing background information.

The principle topics were concerns over recent Vallejo Police calls to residences, operation of a business out a personal residence, and procedures for dealing with degraded appearances of some yards and home exteriors.

Ashken introduced Dennis Albright, Headlands Development Representative, Norm Turley, long-time Fairhaven owner/advocate, and Lawrence Lockwood, attorney who supports Glen Cove CC&R enforcement.

Dennis Albright discussed the purpose and mission of the G.C.C.A. and its impact on the community, the role of the G.C.C.A. Development Representative, the procedures for dealing with CC&R compliance issues, the architectural review process, and the valuable information provided at our quarterly G.C.C.A. General Meetings (held at our Glen Cove Elementary School) which all residents are encouraged to attend.

Lawrence Lockwood further discussed CC&R enforcement and small claims court procedures that are sometimes necessary. He explained that the process is relatively inexpensive and has the ability to impose judgments of up to $7,500 in favor of each neighbor who joins the action. He also discussed his assessment of information obtained from the Vallejo Police Department regarding several residences of concern to the group.

The group agreed that these meetings were beneficial to improving communication among residents as well as increasing awareness of critical neighborhood issues and the means available for dealing with them. It appears there is a strong commitment among this group to use these meetings to maintain control of their neighborhood in the interest of community harmony and preservation of property values. Congratulations, Fairhaven residents on your cohesiveness and commitment!



G.C.C.A. 2007 Election Results

At the October 19th General Meeting, Glen Cove residents voted for G.C.C.A. Board Officers and their G.C.C.A. Development Representatives. All officers running were re-elected as were the Representatives of six developments. That means that 16 developments did not have any residents vote, and people on the G.C.C.A. Board must be appointed by the Chairperson. If you are interested in participating in your community, please call Ruth O. Fisher at 649-2246.
